New home, new boiler, excessive noise

I have just bought a new home and it has an Ideal Logic 30 boiler fitted to a central heating system. From my limited experience of plumbing it looks like a very cheap boiler, however that aside I've been trying to get used to the basic controls and noticed that the extractor fan is always of even when the boiler is not firing. Is this normal?

I also have a cheap Drayton room thermostat fitted and not sure it is working because I don't hear a click on/ off when I move the control and when I put it up to maximum it has no effect on the boiler! Am I over looking something?

I can't understand why you mention the extractor fan. Is this an open vented version, do you have airing cupboard and pump and tanks in the loft etc Without knowing whether a combi or system or conventional open vented further suggestions are too lengthy.

I'm clearly showing my lack of knowledge. I think it's a combo system. The boiler is in the kitchen and there are no other tanks/pumps anywhere else.

The basic problem is the level of noise. With the central heating on there is a constant wur/ humming coming from the unit. When the burner kicks in the noise stops for about 2 seconds and then starts up again and stays on after the burner has turned off. I do t really know how else to discribe it.
 
It may be the pump that is making the noise, When the boiler switches off, especially heating, the pump should carry on for about 2 or 3 mins then switch off. If that coincides with the noise then it means the pump is on it way to the pearly gates. On hot water the pump is on but probably only while hot water is being drawn. Check to see if that is the case.

Nothing wrong with the pump, it's doing as its told. It'll have a pump overrun to lower the heat of the appliance after firing.

By the extractor fan, do you mean the internal fan. If you put you hand in front of the flue terminal outside, if you can reach it, can you feel movement of air?

The Logic isn't cheap, just a plastic fantastic case. If than fans not shutting down there might be a issue with the control board in the appliance, or some leakage on the demand supply cable, (switch live), even 40v can cause the fan to run without a call for heat.

Your room is fully electronic, that thermostat only clicks when there is a 240v supply to it, if your programmer lights or time clock are off; there will be no click :)

If haven't come across many broken down Logics yet, everyone I've seen is working almost perfectly, just the odd one setup wrong by the installer.

Best bet is call someone out.
 
It is a cheap boiler.

Whether it is nasty as well, too early to tell.
 
some of the room stats today are electronic and not elec/mechanical so you may not hear a click when turning the dial.

so the room stat may not be at fault!
