hot water pipe

Hi

Hot Water Pipe recently broke few days ago on the sink so trying to sort it out

One thing i noticed though on the hot water pipe there seems to be a Green electric cable attached to it...screwed on tightly with what looks to be in the pipe with some metal stuff attached to it saying do not remoce

so question is what is that exactly? and how would i go about removing that entire pipe and replacing it

Thats just an earth wire and the silver thing is just a clamp.
Undo the screw on he front and unwrap from around the pipe.
Replace the pipework and re-attach the pipe clamp with the earth wire still connected.

Would i need to turn the main elect off? safe to do so?

No, no need to turn the electric off at all.
They can be a bid fiddly to get off and back on again.
These cables are just Earth bonding cables.
