Strange radiator leak

Just had the central heating on for the 1st time this season, and have discovered a fairly significant leak (2-3 ltrs over 4 hours) on the return valve side of a towel rad which was actually shut off at the valves. Not easy to see exactly where it was leaking from but it stopped on opening the valves so i've left it for now for closer inspection at the weekend. Curious why it would leak only when apparently isolated?

Maybe the water is coming out of the plunger which moves up and down internally to increase/decrease flow. When its in closed position water is tracking through body? Im not sure if you can fix them, if not get some new valves they're not that pricey.
 
You can usually nip up the gland nut to tighten the packing around the spindle, just under the cover. If that doesn't work then it's probably a new valve.

thanks for the quick replies, don't fancy replacing valves as it's a full drain down job :(
