Scrap metal licence 2013

Not sure if anyone was recently concerned about the new regulations being brought in this December about the need for anyone taking scrap metal to a merchants, in our case scrap copper/brass/steel, would need a licence to do this.

If you were like me thinking you would have to go and get a licence to sell my scrap copper etc, then it seems that this will not be required.
Recent Guidance over the new regs has clarified that if you are selling waste metal as an incidental part of your business, a licence would not be required.
Though you will need 2 forms of ID, 1 photo, another a bill and the payment will be a cheque or transfer, so no more cash.

The scrap merchants I use at the moment requires ID and bank details, money straight in to bank, not only no cash but no cheque either.
I thought this was common place?
 
Yes, we read of the gippos opening a cheque cashing business next door to the scrappy!
 
I've never understood how they could say a waste carriers licence is needed to carry metals that are being sold for re-use. Surely waste is something that goes to landfill?

The copper, brass, etc I take to the merchants is being sold second hand for re-use. No one in their right mind would dump these metals. What's the difference in me taking scrap to sell to the merchants or selling a used ch pump to someone and transporting both in my van? They're all items being carried to re-sale, not rubble or packaging with no further use.

More bureauracy, forms, Big Brother and jobs for to55ers wearing jobsworth high-vis jackets and waving clipboards. :evil:

Only goes onto the statute books in Eng and Wales in December Prentice but a lot of the merchants are implementing already.
Yeah, you're right White but at least it means we do not fall under the broker category too which I was concerned about as it's a separate licence.
I sometimes have to wonder if I'd make £155 over three years in scrap to warrant the carriers part and then I recently sold an old copper cylinder for £120, guess it is and it's a min £300 if you're caught without it :eek:
 
The key is its stock not scrap. I got a pull last year with a van full of old copper and lead. When they decided to book me for having no carriers licence, I explained how every bit was re usable and if need be I would take my tools into court and demonstrate my case. I think they decided the paperwork was too much trouble.
 
and all this is so the govt have a paper trail to find all you honest guys out there,so they can inspect your books and then charge you more dosh.

its never goner stop the gypo's.
 
Also - don't forget, now scappies pay by cheque or bank tfr, the cash doesn't go in the back pocket beer 'n' fags fund any more. HMRC now get a slice.
