Gloss coming off

Looking for some advice on glossing skirtings. I currently live in a flat with a landing below our bathroom. The bottom foot of the wall has been getting very damp. We had the bathroom re skimmed and wallpaper removed as the wallpaper was coming away. Before re skimming I was having a problem with every time I glossed the skirting Id wake up to puddles of gloss on the floor at the wet wall. Now the bathroom has been reskimmed same problem has started. I have used quick dry water based gloss at lunch time. Was touch dry 2-3 hours after. Having just checked and noticed the bottom foot of the wall being damp then the skirting the paint has come away like I have just painted it.

I am at a loss on what to do.

The problem is the damp, you will have to establish where the ingress of moisture is coming from and then provide a cure to the problem.

Unfortunately. I am in a council property and there solution was to re skim the wall and paint using the mould paint which I have done. They say they can't think of a solution to getting this fixed as its due to the floor being so called because of the landing. There is no insulation in between my floor and the landing. So, im afraid I either need to live with it or find a solution
 
Could I suggest you ask the council to resolve a failed dpc on the landing, which I assume is external and thus has rain water sitting against the wall.
