Not happy with plaster finish

Hello,
I have been skimming a spare room in the house and noticed once the plaster had dried it has left a fine dust on the surface. It looks polished to start with but can be wiped off with your hand leaving dust on your hand. I'm wondering if and how this can be prevented and how to get a dust free polished finish.

ITS FAT are you troweling off the fat??as you trowel the wall are you wetting the walls then troweling it off not trying to fill dips?
 
When doing the two wet trowels I keep the trowel as clean as possible. Could I still be putting fat on to the wall? I dry trowel to finish. The walls often feel smooth and glassy until it has dried it becomes powdery.

but with the wet trowels ect was you taking the fat off and putting it in the rubbish
