All rooms heat up on random timings

Hi,
Wonder if someone here could help me. We recently moved in this house which has the Central heating and Hot water cylinder system. There is a thermostat in the hallway, when we set this up to 15 degree the boiler turns on, even though all the radiators’ control values set to 0, the radiators still get got at random times. I don’t understand how the system works and we are wasting so much money. Any help will be appreciated.
I suspect the values are not working but not sure how to confirm that it is definite.

The boiler comes on because the thermostat is calling for heat, regardless of the rad valve setting.
Why would you have all the valves on 0 and turn the room thermostat up?

If the room stat is calling for heat, and the radiator valves are off, the boiler will forever be trying to satisfy the room stat and keep the boiler on.
Your valves might not be closing properly, so allowing hot water to weep through, but then if youre only heating the water in the pipe work, the heat has to go somewhere are may be rising back through the lockshields.
