One guy just sitting there with his legs hanging over the edge near the bottom front corner. Crazy.
 
I see in that enlarged picture that they are all wearing helmets. Is that so if they fall they won't bang their heads? :LOL:

no its to make sure that if the bridge/sky falls on them,they can say to there insurance company that they were wearing the correct ppe.
