Uneven Pressure

I did post before but was not very clear so here goes. Have moved into a new house and the plumbing is like this.

Boiler in kitchen, immersion heater first floor, massive tank in loft which seems to have cold water in it and small tank in loft with hot water in it.
Central heating and hot water and cold all work as expected.
It's the shower that's the issue, if in the bath I get the mix right and then lift the plunger for the shower the water is cold, so you virtually have to turn off the cold but then the pressure out of the shower head is awful. It seems like the cold water pressure overwhelms the hot ? I can't seem to find a way to reduce the cold pressure in bathroom ?

Does this make sense, is this a known problem ? Oh and how do I fix it.

The small tank in loft should be cold it is the heating expansion tank.
You may have pumping over this needs sorting.

You will have to run a 22mm pipe from the cold water storage tank in the loft to the bath/shower mixer you need to have balanced supplies for it to work.

Err is this a stupid thought, I understand the need for the balanced supply, if I had a tap under the bath on the cold water supply could I simply use that to reduce the cold flow, as its the cold that's a higher pressure than the hot

Yes It mains pressure and so much more fierce than the hot, hence in the shower its like a competition and COLD WINS
