Earth wire removal

Hi

I've moved into a new house recently. Whilst putting up some coving I've come across an old earth wire poking out the kitchen wall close to the ceiling which has a radiator clamp attached.

It's it safe for me to just chop the end off and cove over it?

If the clamp is not presently attached to anything, then you are making things no less safe by cutting it off, however, I would want to satisfy myself that it no longer needs to be attached to anything before doing so.
 
I wouldn't chop it into the wall, I would investigate and see what it is connected to. It could well be at sometime in the past, that you had metallic pipes running within that area and this was used to supplementary bond them. Maybe now the pipes have been relocated or totally removed.
What room is directly above?

Thanks for the advice.

The landing in front of the bathroom is directly above. I think the room was split into a the main kitchen and a small utility room originally. The dividing wall has been removed roughly around where the earth cable is
