Installing a new smoke detector wiring

My issue with the guy from council is , if he requires a smoke in the livingroom/diningroom, why are they not demanding alarm in kitchen?.

I did electrics in a ex council concrete & brick(war built, flat roof house), extension onto the back of the house, family room/small area outside shower room/shower room, I had alarms in family room, small area outside shower room & existing kitchen(next to family room), i queried with the architect as to why they weren`t asking for alarms in hall,landing and living room in the existing house, he called building control(Forfar-Angus council), who he said they were not required?, i told architect, what if the downstairs was on fire, if people were upstairs in bedrooms no landing alarm to warn them.

I thought when you asked for a building warrant that involves electric alterations/additions they required some of the existing electrics being upgraded if you added too the existing, ie smoke alarms.

I came across this whilst doing a little research and it seems the regulations in Scotland have been amended since the last time I worked there.
Important Building Regulation amendments came into force in Scotland last year, with guidance on compliance provided in the 2010 ‘Building Standards Domestic Technical Handbook’. It now requires at least one hard-wired smoke alarm in every principal habitable room - in other words, frequently used rooms for general daytime living purposes - and at least one heat alarm in every kitchen. This is in addition to the previously required smoke alarms in circulation areas. At last, Scottish Standards now meet ‘Category LD2’ - the minimum requirement of the current Code of Practice for domestic fire alarm systems, BS 5839-6: 2004. This is well-recognised as the definitive guidance for both new and existing dwellings.

No changes are being made to the kitchen... You only have to comply with latest regs in areas where you are making changes.
