Want to secure a window box to front if house still, but don"t want to drill. It will not stop it been taken bit might make it more difficult.

I want 2 plastic rings on a plate( like D rings )that one sticks to the window box one to the masonry then tied together with cable tie. Any one know what these rings are called??? Think I even dreamt about them maybe I did!

Now remember where I"ve seen them. White plastic things that are glued to tables then the second one was glued to the computer and a wire cable secured them still don"t know what they are called?????

OK. I finally worked out what

I can see all sorts of devices online, to fix computers to desks, but none that exactly matches your description.

Why not screw the window box to the wall, or to brackets attached to the wall?

OK, finally got that bit now. You want to put the window box on a window cill, and you don't want it to be stolen.

Does this happen a lot, where you live? If it's a matter of vandalism, (rather than the international trade in illicit window boxes), then the vandals are likely to rip off anything flimsy that you attach it with. I think you're going to have to screw it to something.

I'd say, drill a hole in the back of the window box, and screw into the wall with a big washer under the screw head.
 
depending on why you don't want to drill, what about an adhesive like Evo-Stik Serious Stuff (manufacturer says it can be used outdoors).
