If cleaning the small pipes and replacing the pump improved the lockouts then that would indicate to me that the gas valve safety interlock may be the issue.

As an extra safeguard the gas valve will only allow gas through to the burner if there is sufficient differential pressure developed across the pump to operate the gas valve "flowswitch". Unfortunately there are several possible faults...poor water flowrate around the boiler, the "flowswitch" itself is faulty, the pin/stuffing box is sticking or there's a problem with the gas valve.

It's not a problem I've ever come across but the next stage would be to have these parts checked/replaced. None are diy jobs.

As I said before...and increasing the pressure to 1.5 bar is almost certainly futile.
