Fluorescent light problems

Hi all
I have a fluorescent strip light in my utility room which recently just stopped working. I replaced bulb and starter thinking it would be one or other but no luck. I tested the live at 240v so power is there but for some reason the switch wire is only at 12v and it's the same going into the switch. Probably something silly as I am only a DIYer so can anybody help?

With what did you test your voltages?

You need a two pole tester.
 
I tested from live to neutral 240v
Then switch wire to neutral 12v
This was tested with the light disconnected

Edit: just realised it didn't read 12v on digital display but 12v led lit up, does this mean 12 or less? So may not be exactly 12v?

I will guess you are reading permanent line to switched line rather than permanent line to neutral?

Often the sleeves are missing of black and blue wires used for the return from the switch.
 
You need to test the voltage at the light. If 230/240v present then more than likely a failed ballast if you have changed the lamp and starter (unless one of those two replacements are faulty)
 
Worth double checking that you have a voltage supply to connections
And that starter switch is placed correctly in housing and that the tube is also place correctly in pin holders.

You could have a faulty ballast, if all the above is in good order.
