Can EPC be issued on proposed work

AS header, can an EPC be prepared based on proposed work to be carried out on a property. Looking to install PV before end of year, but will have ongoing external wall insulation extending into the new year. Without the EWI i would not get the high rate FIT.

To claim the feed in tariff the epc has to be a d or higher.

A. Yes, it is possible. A valid EPC must be presented at the time of FITs application being submitted to the FITs Licensee. However, you should be aware that if you decide to install solar PV on a building that has a rating lower than D and a subsequent EPC assessment shows that the installation has not improved the rating of the building to a level D, you will be unable to obtain the standard tariffs without undertaking further improvements to the energy performance of your property and obtaining another EPC assessment.

I think what you are saying is that I may not get the "high" FIT rate. At the moment the house is G rated,so adding only PV will not bring it to D. However, after the EWI is fitted it would easily bring it up to a D. The fitters say that they would issue new EPC before the EWI work is completed based on what the proposed work would achieve. I suspect that this would be invalid.

Probably yes, but if the fitters are willing to do that then I would run with it for fear of missing the FIT, if you are actually carrying out the insulation works then once they are finished you will be home and dry.
