Demolish detached garage, re build on to side of house.

As the title suggests, I have a detached garage that is in need of a little tlc. Iam thinking of knocking it down and rebuilding onto the side of the house, the problem i have is all the rules and regulations. Reading them is a nightmare as none of them seem to be able to answer my questions. I understand the bits about building a extension, and that the garage would be classed as that, but i already have a garage, I just want to make it bigger so that I can get my car in and work on it if necessary. I read that as long as it is no larger the 30 m/sq it is a permitted development and will not come under the planning or building regulations, I have also read that the width must not exceed half of the width of the house, my house is 5.5 mtrs wide, my garage at the moment is 3.45 mtrs wide.
This is a 30s semi, the garage is a very unusual shape, it tapers down from the front to the back, one wall runs parallel with the house, it is the other wall that tapers. Question is, If it is less the 30m/sq which it will eventually be, but 5 mtrs wide at the front and tapering down to 1.1 mtrs, which rule will I have to follow.
I want to get on with this asap, but today the council is shut so I cant find out, I am a little impetuous when it comes to things like this, I would appreciate any help that you can give, as for-warned is for-armed for when I go to the council. I have never done this before, and due to previous encounters with the council on different matters , I am expecting the worse.

Update, I have been to the council today and asked to see a planning officer to ask for guidance, they told me I will have to put it in writing, and for this they will be pleased to charge me £24 !!! How good is that ??? Not bad work if you can get it. Well done Darlington Borough Council !!
Like I said earlier, I am expecting the worse.
