Did we ever get an update on this - i'm in a similar situation with a staggered bungalow (stupid design!!) it's offset by a metre on each half of the building - does this mean the dormer will have to be 20cm from the eaves of the shorter side?? I was kind of hoping to dog leg it slightly as a metre is a lot of interior space to give up and may mean giving up an upstairs bedroom.
I'm going through the appeal, had the inspection a couple of weeks ago, but haven't heard the result yet. Will let you know once I do (fingers crossed...)
The new PD update that came out in April seemed to give clear guidance (in my one eyed view !) that "L" shaped doormers were covered by PD. Take a look at the new paragraph in the update.

Section B.2 (b) page 35, it has the new paragraph:
“The enlarged part of the roof may join the original roof to the roof of a rear or side extension (generally referred to as an ‘L-shaped dormer’ on a main roof and ‘outrigger’ or ‘back addition’ roof), whether the part of the house being extended forms part of the original house or is an enlargement, or the shape or level of the pitch of the roofs are different in relation to each other.”

Good luck with it - i'm building a ground floor extension under pp and then the dormer under pd - basically the planning officer has intimated that once the extension is built then there would be no way to see the original roof line - so in effect it's almost tempting to make a non-conforming dormer..
The inspector came the day before the new guidance.. but we were allowed to email them an update referencing the new guidance...very good of them !
Its three weeks on Wed since the visit, hoping for a positive answer soon...
Just feedback saying the appeal was a success and we are all approved. The comments in the letter seemed very pointed in the council were unfounded in their initial decision, let alone the new guidance.
Happy man that common sense prevailed !
