Wish we could, or at least learn.
Rats (and pigeons) will continue to do well because we still have not learned to be clean.
And we need to find a kinder way to cull.

I've seen nuisance vermin first hand and it ain't pretty. The problem is that they are not very obedient so kindness is not going to work.

Sorry too that kinder ways of culling isn't going to work for you, tho not sure why.
Some would say that their god did it (see Genesis 1:28)
But of course religious books were just made up by a bunch of long-dead old men, and selected parts of them are used to justify whatever somebody wants to do at the time.
