Fine crack in brickwork and mortar courses

Anyone any idea how seriously I should take this crack:

The property is a semi-detached bungalow, once owned by the council, now by a housing association. I have the "Right to Buy" it and am thinking of exercising that right. Is this crack serious enough for a structural survey? The property has been inspected by both the housing association and by Urban Vision (related to Salford Council, I believe) for valuation, so it's probably otherwise sound. (Neither think the crack serious.)

The mortar between the bricks on edge forming the outside sill is quite soft, a scrubbing brush can erode it. The wall is south-facing, and there is a double radiator on the inside against it.

Is it serious enough for the landlord to fix it? That's your answer.
