Wall plate needed?

Hi all,
I'm currently self building a single storey extension and I'm wondering wether I need a timber wall plate or not. Can I just run the timbers over the blockwork and brick and use restraint straps as pictured? My timbers are running the steels to give a flat ceiling and in years to come we may build on top for the second storey (should we win the lotto) so the joist will form the floor for the bedrooms and the roof will be taken back to suit. Please can anyone advise on this?

The use of a wall plate in this case is optional. We use them because it makes strapping down easier. We then fill the void with 100mm Celotex (instead of masonry) which abuts the insulated roof material. I don't think any method is any better or worse I guess it depends how the blockwork is coursing, what materials I have available or whether the weather is worsening etc.

Knowing another storey was going to be added would certainly mean leaving out the WP.
