Bathroom Electric Towel installation

I am currently renovating my 2 bed all electric flat and wanting to install a electric towel radiator in the bathroom. There is currently no heating in there at the moment. I know due to regulations there needs to be certain distance's from the shower/bath. However getting a supply to the desired positions is my question. Can I spur a supply from a socket in the hallway to feed a fused switch on the wall outside the bathroom and then feed the supply to the flex cable in the bathroom? Is this allowed within regulations or does a 150w - 250w heater need to have its own MCB as its in the bathroom?

What you propose to do is fine if :

The socket you spur from is on the ring and not a spur. And you have RCD protection on the circuit.

It will be from the ring and NOT a spur. Just for clarification tho is the easiest way to know if its a spur by just checking that there is only one cable feeding the socket? Also the ring main circuit has its own MCB switch and the whole flat has its RCD main switch on the consumer unit. Would this be correct??
 
Yes, if there are two cables at the existing socket you can assume its on the ring. It could also already be a spur with another spur wired to it! You may want to check the cable runs and check.
Your installation is protected by the RCD on the mains supply so that's ok. Remember to put a 3amp fuse in the FCU.

That might be a bit confusing to some, since those two sentences are contradictory ...

As you say, two cables could mean that it was a spur (non-compliantly) supplying a further spur. Hence, one cannot 'assume' with certainty that a socket is on a ring because it has two cables.
