Passive Air Vents for Condensation

I rent out a little flat which suffers from condensation every winter.
I have educated the tenants to try and prevent mould but still have problems!

I am thinking of fitting 2 permavent x1 in the kitchen and x1 in the livingroom but feel they are very expensins for what the are which is x2 vents £2ea and a core tube £5ea!

I would make them myself but can not get hold of the filter membrane that goes inside.
Anyone know where I can get them?

Does the bathroom and kitchen have fans fitted? You don't need any special membrane simply increasing ventilation reduces condensation.

Yes already have fan in bathroom.
I was led to believe that the membrane/filter drew condensation away and out the vent and keep draughts and noise.
 
you could try roofing membrane which is porous enough to let water vapour (and air) through.

apart from magic, I doubt there is a membrane that will let water vapour through but not air.

I don't believe a membrane will "draw" anything.
