Permission Required or Permitted Dev for Single Storey Rear Extension

I understand about the building regs being more as he will bundle the visits togather saving fees. But if its less than 6 bedsits there is "categorically" no planning permission required I've confirmed this from a senior planner dept via email and have an email trail.

Also, this constitutes a "unlicensed HMO" as its less than 6 unrelated tenants in a two storey building. I have had this in writing too from the HMO dept.
See attached document that were sent to me. Of course you need the Full Panel Alarm system etc

A house is C3, bedsits are C4 and need planning permisison. The change of use is material.
 
If you look at the documents I posted then its C3 (shared accommodation). The following is an extract from the senior planner.

"Good Morning Kuldip,
In response to your question, planning permission would not be required should you seek to convert the dwelling house into a 6 bed (or less than 6 bedrooms) HMO at the address stated (Douglas Road). Should you plan to convert the building into a larger HMO, i.e. 7 or more bedrooms, then a full planning application would have been required"

Also,
"With regards to planning policy that we use to determine HMO applications we use supplementary planning guidance called Residential Use (Specific Needs) SPG and is used to determine all HMO submissions that require planning consent and in this case requires that a bedroom size be a minimum of 12.5sqm."

I was sent the attached document as a planning document to adopt.

It's only permitted development if no external works are required. You are adding an extension, so planning permisison is required.

Hmm.... I see where the disconnect is. Ok so you do the extension first and then do the HMO for which you don't need planning.
Either way, clearly there is a way when you want to get things done.
The planning don't come and check what else your doing with the house, all they know is your doing a 6m "extension". :)
 
Yes though I suppose if you are scratching around with nothing else to do then you can survey the property tomorrow or maybe this afternoon, draw up the existing and then the proposed and refine the proposals into something the OP actually wants and will likely get planning, submit it on Friday and presumably your LA who are twiddling their thumbs waiting for your application will approve it in less than the obligatory 8 weeks so yea I guess 2 months does sound plausible! :LOL:
He does not need planning permission as it is not a change of use.

He doesn't need planning permission to take a C3 up to 6 beds, even with an external extension. HMOs up to 6 beds retain normal C3 permitted development rights.
