Wall Starters

The outside of the existing house is a very corse spar dash (council style) but it's very well bonded and not chance of it coming away. It is painted though.

Do I need to remove this where the wall starters will be fixed or can I leave it on, screwing the wall starters to the face of it?

I removed a section to come out of the ground at one side of the extension using a stone saw and breaker, but it's hard going and the neighbours are getting a bit fed up with me using the stone saw and I'm only just coming up to DPC!

Yes, knock the loose stones off and try to get it flat.
