I have removed the old paper from the walls, do i need to do anything to the wall, wash it down, re-size it before putting new paper on ?

No. Just make sure it's got no loose bits of paper left. Just a light sanding will do.
 
All depends on the condition of the wall, type of plaster , filler etc, Old, new, distemper !!
 
Well i have removed the paper, walls are plasterboard, some parts filled. I have decided not to paper above the wardrobes / bridging units that were papered before, what do i need to do with the wall prior to painting, sugar soap ?, sanding ?

Easiest way is to sand everything down, fill anything that needs filling and then give it all a coat of matt emulsion. A lot of the newer papers are quite thin and shading underneath can show through. Also if the paper is a white background then if the joints open up slightly then they wont show as its been painted.
 
I agree with Robbie, but when the Watered down Emulsion is dry give the walls a coat of size this helps to slide the paper when hanging it.
