Riello oil burner not firing

Hi can you please throw some light on this problem
Switch the boiler on the fan starts & continues boiler doesn't even try to fire
I've checked the coil all's ok I've ordered a new photocell but usually if the photocell is dirty the boiler goes to lockout
This doesn't go to lockout the fan still whirrs until I kill the power any ideas? Please

Photo cell should cure it. If not Control box.

Thanks for the reply any ideas why the lockout light didn't come on

The cell should see dark during pre purge.
If it is faulty and thinks it sees light then the box stays in pre purge mode.

Is it R40 or RDB burner

Unplug the photo cell (electrically) and see if it fires up after 12 secs..and then locks out.
