Either will work, conventionally you'd do the skirting first (wallpaper paste wipes off gloss woodwork really easily, gloss paint doesn't come off wallpaper so well).
Fit and paint the skirting board first - no question about that.

Do not paper first.
What will you do if there are slight gaps between the skirting and wall? It will be difficult to caulk the skirting to the paper and then paint it. You also run the risk of puncturing the paper at the junction of internal corners when you fit the skirting.
