it's fully hardy, but if I'm an exposed site (windy) it won't be enjoying it. it sounds like it may have wind burn. ah yes it's young, just re-read. Maybe some weighed down fleece or other wind protection

That doesn't look well at all 
Looks like a fungal infection. So try some fungicide treatment and ensure the soil is suitable (acidic) if it doesn't respond I think it may be time to call time on it
