Hi It was definitely permitted development because no planning permission was granted and the neighbour complained and it was deemed fine

I want to do the same on my parents house and the house is identical so understanding how permission was granted would help a lot

The thing to bear in mind about this is that perhaps your neighbour did it a few years ago and the policy may have changed since then. Every Local Authority has their own policy on hip to gable changes because there is an architectural school of thought that it badly damages the visual look of the house. Against that, people need more space so it is always an argument with pros and cons. But if a lot of people have done it locally it is possible there has been a backlash and you might be required to apply for planning permission.

I am sure local designers will be very aware of the current policy, they could prove a good port of call. Unfortunately just because a neighbour has done it doesn't mean you will be able to under permitted development or even planning permission, annoying as that may seem.
