This is a scam aiming at Brexiteers who want to believe that the EU will go bust. No one in their right mind will take this any further.

They most probably have another investment scheme under another name advising Remainers to take care of their investments before the UK go tits up.
 
That ousider club webpage seems like click bait to me.

It wants your email address to download a 'report'

If they really believe the EU is on the brink of collapse, their investor advice may not very sound!
