Lining paper split

The lining paper above radiator has split, this put up couple years back, just getting round to painting!

How can this be sealed back down?

The split is not massive, but is obviously very dried out being above the radiator.

I have read PVA and/or caulk would re stick this?

Hmnnn, it looks like the filler/plaster/whatever under the paper has blown.

Faced with the above, I would cut the paper away and use a soft filler (eg Redlite) and sand it with 180 grit paper.

Sticking paper with caulk leaves noticeable ridges (because it doesn't shrink back very much). PVA or wallpaper paste can work, but I don't think that they will in this case (something under the paper seems to have blown).
