What tool is this guy using at 8 seconds in this video, to remove a car seat?


I'm guessing it's three pieces- a bit (T40), then a screwdriver type piece with a ratchet thing to turn it. I'd like to get all the bits.

basically, yes.
if you get a decent socket set, you should have all the bits
even some lidl/aldi sets have them
 
He's using a 3/8 inch drive ratchet, plus a 3/8 drive 4 inch extension, plus a t40 torx bit.
As per Tigercubrider's advice, a decent socket set often includes all these. The 1/4 inch drive sets tend to be crap unless you buy a good make. The 3/8 drive ones are a good half between being reasonably robust for modest use but still quite small and nimble. The 1/2 inch ones are big and bulky but better for heavy jobs like, say, taking wheel nuts off your car etc.
