Possible leak between water meter and house

The bricks below the damp course have become wet and this is spreading horizontally. As of yet it's not gone above. There is no water internally and there is no water in the stop tap which as you can see is quick close. I've lifted the slab up and the sand doesn't feel soden.
Really not sure what to do?

close the stop cock inside your house so no water can be used, and take a reading of your water meter, then take another reading a few hours later and if the readings have changed then you have a leak
 
Is there a concrete floor in the adjacent room? Is it a kitchen?

Where does the water pipe come up?

Is it an iron pipe?

p.s.

If there is an air bubble in the glass window of your water meter, observe if it is turning. This will detect much smaller water flow than you can see from the digits, and is immediate.

Concrete floor with 15mm copper pipe coming out.
Will check the meter but got washer running at the minute so a bit pointless
