I'm replacing the spotlight bar in my kitchen for the 3rd time because of rust.

This time I am searching for another 6-way bar made entirely of white. Turns out there is no such thing - they've all got a bit of chrome, around the opening where the bulb goes.

Is the something I can "paint onto" the ring of chrome to stop it rusting?

Chrome doesn't rust.

But it is porous, and what rusts is the metal underneath, onto which it is plated, unless a non-porous layer, e.g. nickel, is added. But that costs money, so they don't do it.

These days it is possible that the "chrome plating" you can see is on top of plastic, which won't rust.

Failing that, look for stainless steel fittings.

I did a search for stainless steel spotlight bars.

Turns out there is no such thing.

you may also have a condensation problem in your kitchen. Water vapour ("steam") is lighter than air so it rises to the ceiling, even if you can't see it, and will condense on cold surfaces. I don't think I've ever had things go rusty inside the house.

Might your kitchen ceiling be cold (e.g. a flat-roofed extension)? Or is the extractor fan poor?

It is a flat roofed extension, as it happens.
