Garage door floor drain advice?

Hi,

So today I have decided to clean out all the leaves from the floor drain by the garage door but i have noticed it has a fair amount of (damp) soil layering the base of the drain before the drop.

Should I be removing this too? it almost seems like this should be there. I have left it for now.

It is silt. Remove it

Thanks.. I am not entirely sure what slit is but I have attached more pics of the "dirt"

Be actually said "Silt". Basically muck and dirt that hangs around on the floor and builds up where it does.
