I don't recognise it, but the text suggests it is a waterproof cap that plugs onto an electrical socket. Or it might be an irrigation point. Scrape the earth carefully from around it and see what is underneath. Wear rubber gloves and use a plastic tool in case there are damaged cables, and isolate any outdoor circuits before working.

I'm convinced NSNB is right.
Many dryers sold have a metal spike with a plastic plug cover. Some tubes are 32mm and others 38mm.

Why not cover it back up until December and buy your wife a rotary clothes line for xmas 
Our vacuum cleaner broke so I bought a new one, this was just before Xmas. I wrapped it up and took pictures and my wife saved them until Xmas day then put them on Facebook saying "this is what he bought me"
