Your electricity bill will show you what tariff(s) you are on, from which you can find out,if and when your are receiving an 'off peak' supply. Your bill will also show many units of 'peak' and 'off peak' electricity you are using. But the bulk of the consumption for the central heating will be at the peak rate unfortunately.
