scratched pre painted garage door

I have a scratched pre painted garage door 2 years old and I want to paint it but do I need to prime it or rub it down and paint it but what do I use

Have a word with the installer some are a plastic type coating and not really paintable.
 
Assuming it's a metal garage door, you MUST sand it down. If not, it will peel, and you will not, not like that - as scraping loose paint off is no fun.

You would have to prime any bare metal, probably with a special metals primer.

You would then need to apply undercoat (oil-based best for metal IMO).

Then topcoat. Oil-based gloss is best IMO, as will give a nice shiny hardwearing finish.
 
do I sand all of the door or just the panels that's scratched?

ASSUMING you want to paint the entire door:-

You sand ALL of the door.

You have to take the 'shine' off the door all over, so you are left with a very flat, unglossy, smooth surface.

This will provide a good key for the new paint to stick properly.
