CI Soil Stack replacement - Where best to stop

I have been lurking on these forums for a bit since purchasing our first property and have not needed to ask a question yet - seams most have already been asked however I now have a new question! Start point is I am about to replace the existing CI soil waste pipe outside with a uPVC waste stack:

As far as I can tell the CI soil stack is undisturbed since the house was built (1960). the reason for the replacement is that we are going to change the layout of the upstairs bathroom so the toilet soil outlet is moving (to where the Bathroom sink and bath drain is).

So far - so relatively straight forward. The complication comes from where I should stop. In the longer term (and subject to planning permission) This side of the house will be covered with an extension. There will be fairly major work to (presumably):

1) Remove the current drain as the downstairs waste will be coming from new locations
2) Replace the current underground connections to the main sewer with something can can still be accessed if required once an extension is built on top of it.

It would be a neater job If I was to replace the entire CI soil pipe and join at the bottom however It will presumably be easier for whoever does the big job when the extension is built if I join onto the CI pipe higher up, say 1/2 a meter above ground. The issue with this (other than it looking ugly) is then there will be multiple shorter sections at the bottom.

So I suppose the question is how high above the ground to cut off the existing CI pipe and join on the uPVC?

Also one more question - if I move the position of the upstairs loo (but leave the SVP where it is) does that become notifiable under building regs?
