High level in toilet after flushing

After flushing my toilet the water level goes higher than normal for a few seconds as if blocked but then returns to normal. It is not doing it all the time but intermittently, and it’s not even a case of it doing it when paper is in there. I have tried a plunger and there is no obvious blockage. Could there be something faulty with the flush mechanism?

Have you got an external manhole? I’d look in that while someone flushes the toilet.

Upstairs or downstairs toilet?

My guess it is the downstairs, which means a partial blocked manhole.

Thanks will look into the manhole, it’s only one toilet upstairs
