icon sushi http://www.towofu.net/soft/e-aicon.php can export icons (even from dll exe etc) to bmp for use with Photoshop

there is also an old photoshop plugin (v3+) that allows direct edit of icons:

not sure if suits you. (.ico only editor btw)
