Draft in kitchen via main water pipe hole into house (pic)

We've always had a draft coming from behind the kitchen units and ripping it out today found the culprit.

Quite a large hole (not sure if this is normal) but my questions are:

1. Can you fill it
2. If so, what's best to use? some kind of foam?

Yes that's normal, cold mains entering the property via a duct but it should be sealed at both ends to avoid drafts, moisture and vermin from entering.

Stick some chicken wire in a bunch around the pipe in the duct before the foam goes in, rodents will chew through expanding foam easily but they won't get through the wire.
