There wasn't.

But that requires a deliberate act, whereas not switching off need only require forgetfulness or lack of thinking.

Some of the MEM fuseboxes with ceramic interior had a metal tab which was pressed down by the outer cover, with the cover removed it was not possible to switch on, unless you deliberately held down the tab and moved the switch at the same time.

either way I know I would be much happier if there was something covering those unused busbar ways.

Things like that always scream "touch me, touch me - go on I dare you"... :)

Not a lot of point to those on a 20A supply.
... except that, in the absence of upstream RCD protection, there is presumably a need for RCD protection in both the garage and shed, and a mini-CU is probably as good (and maybe even cheaper) way of achieving that as anything else.
