They are usually just clipped in, with a rubber seal in the elbow fitting, so I cannot see how any adhesive would work. A stainless steel self tapper should do it, one through elbow into main section, then another through elbow into the short section of gutter.
You might even be able to provide some support to help retain that short bit of gutter... A gutter bracket, fixed to a strip of allow, with the other end of the allow folded over to form a hook. Push the hook under the tiles so it latches on to the back of the tile.

The present set up is always going to be vulnerable to wind lift and the snow dragging the returns off.
Longer term I would be looking to replace with half round cast and as little return as possible.

my neighbours have very little return if any, on theirs and given the shallow drop and relatively narrow width it probably isn't necessary to have more than a few inches

Have seen them replaced with lead , tends not to be affected so much by the wind due to weight .
Or you could use a wire fixed to end of gutter , then run up under a tile to anchor the loose end.
