Rear bumper huggers.

Why do truckers, women, some men and "tradesmen" in white, and various other colours, vans, think that by sitting 2 inches from my rear bumper I am going to break the speed limit. If anything I tend to slow down to mininmise the, potential, smash into my tow hitch which, incidently, will probably do more damage gto their vehicles than mine. Prize idiots.

A fully loaded HGV does about 4-6mpg according to the internet, so I suspect if they can avoid breaking and changing gear, it might save them a £1 or so each time.
 
The perspective of vans and lorries give the impression they're closer than they are. I know this as a driver of a van, car and truck.

Similarly when I'm in my truck it seems like people are up my arse but really, they're not.

Another interesting point to consider As motorbiking says, economy of using the energy in that gear without slowing or braking unnecessarily costs less and reduces ware.

Very unlikely. Front end damage will mostly be superficial. A shunt into a tow hitch will damage the subframe/chassis and write off the car. Certainly ends any prospect of it towing again.

Lal is also right. While it's good practice to keep a clear gap Infront if you suspect the vehicle behind of following too closely, doing it in a manner that forces them to slow isn't good either.

Back in the 1970's, Vauxhall Ventura, I was the 'tail end charlie' in a queue of vehicles, just over the crest of a hill, a Transit driver crested the hill and maybe assumed the road was clear, but it wasn't. He hit my towball, damaged his sub-frame, wrecked the radiator and it hit his fan. Basically, he was completely disabled. I could not see any obvious damage on my car, but looking at what it had done to the Transit I thought it best to get it properly checked out - I took the Ventura in for a thorough inspection, but there was no damage at all, not a scratch.

it doesn’t hurt to create some extra braking space though. However that might be seen as antagonistic if not done gradually.

Correct, you need to allow for more space ahead, so you can slow down more gently to account for the driver behind you.
 
Has anyone been convicted of this offence yet? I believe tailgating was made a specific offence not long ago. Is it yet another unnecessary new law that won't be enforced, just like the existing, perfectly good laws are not enforced?

Slowing down is the only safe option when you're in this situation. Eventually the Audi will undertake you, make hand gestures, speed away furiously and tailgate somebody else.
 
How about a nice big sign "SMILE I AM CATCHING YOU ON MY REAR VIEW DASH CAM"
