Weed Control Under Decking

We are using decking for our patio. The builder that dug our patio did put a weed membrane down covered with type 1 gravel but unfortunately 9 months on the weeds are already starting to come through.

We now want to make sure we control the weeds before putting the decking down, so apart from spraying them what other options do we have or would be suitable:
1. Put down a secondary membrane?
2. Place more gravel on top?
3. Other solution?

Are the weeds growing through the membrane, or have they started growing in the Type 1 above the membrane? I would use shingle rather than Type 1 personally, as Type 1 can have some really fine/powdery stuff in it that weeds could root in.

If that is the case, another layer of membrane and some shingle on top should do the trick.
 
Thanks for reply. By the looks of it weeds started growing in the type 1 above the membrane as they are of the the more grassy variety. I didn't know that Type 1 can accommodate weeds, but that makes sense. Shingles is the way forward. Thanks again.
 
You'd be surprised where stuff can grow!

Are you saying that this surface has been exposed for 9 months and that you’re now about to put decking boards over the top?

If so, once it is dark underneath the weeds will be much weaker - and the presence of the boards will also reduce seeds that blow in.

Get rid of what is there (possibly by spraying, or just rake/hoe it over) and then don’t worry.
