Utilities and site Scaffoldiing

Domestic semi being converted to two flats.

Looking to have extra Utilities (gas water leci) and meters installed - I am being told by Cadent (British Gas Developer Services) quotations dept. that works for this cannot take place whilst scaffolding is present onsite (anywhere).

Surely Cadent installers must be able to enter a building Site - and what building site does not have scaff installed ??

Trying to time the Utilities install to removal of the scaff is a bit tricky.

I would have thought 'Developer Services' does what it says.

Is this correct - scaff up= no install ??

There could be two issues

"Can't work under there" would be related to the work risk assessment of the contractor or the site. So could be site or contractor specific.

But digging close to scaffold will be governed [bizarrely] by the Working at Height Regulations 2005 or the Provision and Use of Work Equipment Regulations 1998 as both these control the use of scaffold, and will reference the safe erection and maintenance of scaffold in accordance with TG20:13 guidance from NASC ( the scaffold association) - which inturn states that excavating near scaffolds is not permitted. So prevented by law.
 
"Utilities pussies...." thats what I think, its a building site !

... I will be planting standards well away from any intended trenches - which we will be digging anyway ...

So has anyone had any utilities come on-site to do connections with scaffolding up ... or is it true - and they are pussies ...
 
Thank you for your opinions, will see what the Utilities surveyor says when he comes on-site.
