Garage brick walls

Hello.

I am building a garage using bricks. The walls will be nine inches thick. When ordering another batch of bricks I mistakenly ordered Commons, and the bricklayer started laying them until I checked that they were not Face Bricks. Can I build the nine inch wall with the Face Bricks on the outside of the wall, and the Commons on the inside ?.

How would Building Control view this ?.

Thank you. I am not knowledgeable in the trade, so I thought that mortar falling in between the leaves would bridge.

Fairfaced are supposed to be 3° water ingress and Commons are 23°.

There are 6,394, 688 homes in this country built exactly as that, give or take a few.
