Heatslave 15/19 bleeding fuel system

My heatslave 15/19 was locked out yesterday. There was no fuel in the loop. I have oil in the tank. the cut out button on the fuel line had not activated. I thought that maybe the pipe from the tank to the loop had muck in it as the level of oil was fairly low so I disconnected the pipe and blew air through it. some muck did come out so I reconnected the fuel line. Switched it on. Nothing. Then I noticed that a cable had come loose from under the front panel. Plugged it back in and switched on. Working, but not for long. The loop was not filling so I thought it is probably air locked. I have bled the fuel pump and the fuel level in the loop rises about an inch and has bubbles in it. I cannot get the loop to fill properly. Help!

The tigerloop doesn't need to be full to the top to work if it runs dry there is no oil coming through the main oil line to fill it
 
Does that mean then there is either a blockage in the oil line or there is not enough head of fuel in the tank. There is about twelve inches on a dipped rod.
 
I'd suspect a blockage turn off the oil at tank undo both ends and blow through then reconnect and bleed through.Bob

Done that. Got the tank filled. Tiger loop has a lot more oil in it. Bled the oil pump. will not ignite. Checked for oil going to nozzle. None. Blew it through. Still nothing. Checked solenoid. 16 volt feed. Solenoid is not attracting anything metal.
