Is there any more loose paint?

How much of the walls are like this? All loose paint needs removing, remembering that new coats of paint can bubble up any remaining unstable paint.

Probably doesn't need reskimming or lining, just lots of care.

some of the walls have quite a few of those patched.
i removed all loose paint but i am worried that the indentation would show.
do i need to fill every single indentation?

Yes.

Seal the bare plaster patches with a mist coat, and apply a fine surface filler over the patches. Don't put too much on, or you'll be doing a lot of unnecessary sanding. Apply mist coat to sanded filler.

If the wall was previously wallpapered, every trace of paste needs removing before doing anything.

also if i decided to line would i still need to remove paste?

Toupret filler will be fine. if you want faster curing/drying filler consider Toupret TX110. If you want a filler that doesn't leave nasty dust, consider Toupret Redlite or RedDevi OneTime. Both of them are "lightweight" fillers, the dust doesn't cling to everything, hey are however more expensive and much softer.

Old paste shouldn't be a problem. The areas whee the old paint came off wont have any paste on them
